How? They both are the same thing - a cool looking character who barely speaks, and the audience knows nothing about their history, motives, etc. 

Thats like the opposite of a good character.

Darth Maul at least had an awesome fight scene, killed Qui Gon, and set off Obi Wan. 

Boba Fett stood around, failed at fighting, and got rocketed off by a blind guy into a Sarlac pit.

 But regardless, the prequel trilogy has some redeeming qualities and good characters, even if you dont count Maul as one. 

I dont think they're up to the quality of the originals by a long shot. They definitely have blatant issues.

None of those things you mentioned have anything to do with writing a good character.

Well, no movie is perfect, nothing wrong with pointing out problems. Most people like the new one and those that don't probably won't ever be satisfied.
