really I think you guys are all blowing this a little out of proportion. They give the dog the entire basement to roam around in and do whatever. I suspect they are feeding the dog because 1. They are leaving for a weekend and were trying to hire him to feed. 2. The dog is alive. So.... because they dont spend a lot of time with the dog, you want the dog removed from them? Do they beat the dog? I've read nothing to indicate that. honestly I dont think the dog has it that bad... .
i'm with you wake from what i read they arent abusing the animal at all. so i dont know what you could report the owner for.
Honestly im not sure that treating your dog as described is considered animal abuse. Some people have dogs and keep them kenneled 24-7. That isnt animal abuse, it's just not loving your animal.
Anyways... I like what Alex said. do it, and give the dog the best weekend ever. dont lock him in the basement. It's your responsibility for the weekend so you get to decide what is best for the dog.
pretty much this. If he called in and reported they would think he is retarded. I don't like that they are keeping it in the basement, but that isn't animal abuse and owner won't be charged with anything.

Sure I do. What I don't have any idea about, nor do you, nor anyone here; is the condition that dog is treated. The OP thinks the dog is kept in the basement a lot, however he doesnt know that for fact, nor would that be considered animal abuse by the law.
I own a dog. I do not kennel mine, nor keep her down in the basement. I do however know that kenneling a dog is not considered animal abuse under the law. I agree with you that it isnt how a dog should be treated, and I wouldnt personally do that.... However I wouldnt go all crazy on someone if that is what they did to their dog. If I saw someone actually abusing their dog (you know... kicking it, or torturing it, or doing other such harmful things) then I would go all crazy on their ass. However kenneling a dog isnt crazy worthy.
