Ok but the dog clearly did not make it over the fence. The fence is made high enough for the dog to not jump it. If it did jump it and try to attack your son, your reaction was justified. However, it did not make it across the fence. More likely than not, the dog would not of made it over and you overreacted about it out of instinct.
