A pretty interesting question that I just saw online with this. Couldn't this be considered entrapment?

Is it a crime to solicit a hitman? Or is it a crime to hire one? If it's only a crime to hire one, then this is absolutely entrapment. I have a feeling it's illegal to attempt to hire them, though. I wish I knew someone to ask about this.
