Type in a Pokemon in the search bar, click the link corresponding with the game you're needing it for, then on the 4th row down of info underneath their picture it'll say 'Effort Values Earned' and it'll say what that one will give you if you beat it...if that makes sense at all. :-))
I searched for Starly, just because that's the one MetalSSlayer used. The underlined part is where it shows which Pokedex version to use. I clicked the DP one, 'cause that's the version I'm playing atm.
and the circled part is obviously where the EV info is.
and just from looking at a couple different Pokemon, I assume they all do give EV's.

Wake I'm assuming you are playing Black/White. http://www.serebii.net/pokedex-bw/ If you scroll down to "By Effort Values", you can search for pokemon by which stat you want to EV train.

also... is there a limit how much you can EV train a guy?
There is a limit, which I don't remember of the top of my head. And every pokemon gives EV's, but they vary as to which stat and how many points.
Okay... I get it... but ummm... why would you want to EV train a specific trait instead of EV train all traits?
Well certain pokemon use certain stats more than others. This way you can train those stats more. Example: Pidgey has mostly physical attacks so training its special attack stat would be pointless.

I've always wondered how you battle trainers/wild pokemon out on the water when you're not using a water pokemon or a pokemon that could fly/float above the water.

Maybe, but there is a weight difference of like 400 lbs. If you want to make it really illogical you surf on barboach (4.2 lbs and cannot learn strength) and the battle with Groudon (2094.4 lbs).
