If you have a router then the router will stop people from connecting to your computers. So if for example your torrent client uses port 12345 then you need to "port forwad" computer X port 12345 through the router to port 12345. Basically it allows other torrent clients to connect to yours and seed the content you are allowing to be seeded from your client. If you dont do this, then you wont have a ratio at a legit private tracker like what/waffles. Google "opening port for torrent" to read more about this.
I have to run off to a dr's appointment. Why dont you do some googling on waffles and what and read some reviews that people post. You'll find a lot of people begging for invites... Just read what those in the community have to say.

actually if it becomes law, then they will just block the DNS name of the site. So you will just have to enter 192.168.xxx.xxx to whatever torrent site you want to go too. Most of these sites arent in the USA so there is no jurisdiction to prosecute. SOPA/PIPA does nothing to stop piracy, it will only lead to fucking over legit companies trying to make a business.
