Well you'll have to make a good amount of money to begin with. Contact record companies and talk about putting bands on the bill. Contact venues to set up dates for the tour Get sound people set up.....yeah....it's gonna be tough
Find out what other tours do for running their shows and try to see how you can do the same
Having been a partner in Slangmetalfest in Danville, IL I can tell you that it ain't easy. Even with the proper promotion, lineup, weather, venue, etc. it's still very difficult to turn a profit. Venue location and ease of access is key. You've got to promote the hell out of it and you need a top notch headliner, preferrably the "flavor of the moment". Then you're gonna want to recruit a bunch of reliable volunteers to help out with the set up and dismantling of the production. You'll need security, permits, vendor licenses, and someone who knows how to deal with the Department of Revenue as they will show up looking for their cut.
Good luck, bro. I mean that. Not being a smart ass.

Record companies don't book bands. They have booking agents for that or do it themselves. Watching and learning from other productions is a great idea. Free information at it's best.
i say you do it exactly like waynes world 2. just rent out a space for a weekend, hire vendors and security. find a half naked indian and talk to jim morrison in your dreams and you're all set.

i'm taking a wild guess here but i would say that Mayhem costs at least 20 million to run each year, before they pay the bands
Heavy Metal/Marijuana Fest
