In Illinois, once you get a license you have to get insurance. Not sure if it's like that everywhere.

Not true. I know shit tons of people here with a license and no car. No insurance is required until you get behind the wheel. Some traffic offenders (habitual violators) have to maintain SR-22 insurance but that is because they've demonstrated a lack of respect for the traffic laws.
