Biggio suffers from soaring power numbers at the wrong time. It doesn't help that he played with guys like Steve Finley, Luis Gonzalez and Ken Caminiti that all had miraculous similar power surges in their 30s. Sometimes dramatic.
Bagwell was a different case because he didn't have significant power considering the era, but the way his body broke down at the end didn't look good
Piazza suffers from being a fucking 62nd round pick, a throw-in favor for a friend of Lasorda's, that magically turned into the greatest hitting catcher ever.
I think all 3 are deserving, personally. A lot of people forget that you had a lot of expansion during the era that was thinning out the pitching pool. It wasn't *just* the roids that were inflating numbers. I don't really remember any of those dudes having monster seasons out of nowhere the way guys like McGwire and Sosa did.
