Uganda’s infamous Anti-Homosexuality Bill will pass before 2013.

The bill, designed to persecute the gay population across the country is being put to vote before the end of the year, according to the Speaker of the Parliament Rebecca Kadaga. If the bill should pass, same-sex relationships will fall into two classes of offense: Aggravated Homosexuality and The Offense of Homosexuality.

“Aggravated homosexuality” is defined to include homosexual acts committed by a person who is HIV-positive, is a parent or authority figure, or who administers intoxicating substances, homosexual acts committed on minors or people with disabilities, and repeat offenders. The penalty for “aggravated homosexuality” is death if the offender is found guilty.

“The offence of homosexuality” is defined to include same-sex sexual acts, involvement in a same-sex marriage, or an attempt to commit aggravated homosexuality. The offense has provisions for Ugandans who engage in same-sex relations outside of the country, stating that a citizen could be extradited back to the country for penalization. For the “offense of homosexuality” the offender will receive life imprisonment.

The bill also has penalties for individuals, companies, media organizations and non-governmental organizations who “know” of individuals who are gay or support LGBT rights.
Essentially it will be impossible for someone who is homosexual to live in the country of Uganda without being killed or kept in prison for the rest of their lives. As if it were not difficult enough already with same-sex relations being punishable with up to 14 years in prison. In a day and age where the world seems to be progressing forward in light of gay marriage passing in Maryland, Maine, and Washington State, some individuals seem determined to put us back into the dark ages.
