I'm with Erik. At the Denver zoo, there are 2 fences/gates/etc between every exhibit, and a trench between the gates. So even if you fell in there is physically no way for the animals to get to you.
That's looking like the viewing areas have no windows, and that's maybe only 3-4 feet tall, a 3 year old could easily step up, pull himself up, lean too far over the balcony to get a better view, and bam. I stand by my statement, poor design. Any viewing areas like that at the Chicago zoos have like 2-3 inch thick glass. And the ones that don't, like the Wolf Lodge, have a 12 foot high fence in between the viewing area and the enclosure.
