after reading up on some tool navy stuff ( the guys there seem to be pretty accurate in their predictions) it looks like its just a soundwave announcement
I was reading a forum. Iv found that almost every rumor they have talked about has come true. Near the end of the thread thought they said it probably isn't happening.
This board used to have the guy they have work their sound board post on it. I forgot what they called him, jr or something idk. He doesn't post there any more doe.

they have alternated third eye and grudge in here and there but it hasn't been nearly as much as the two i mentioned.
