Technically, yes. they should have by now. if Ozzfest actually happens they have to compete with that as well. Both tours should have most if not all their bands booked.

The only situation I can see for this happening today is that one slot left, multiple bands are trying to get it, and some of the organizers were like "show us you'll get x amount of fan turnout".

And judging from the popularity of the band, they won't be anything more than a side stage opener. They haven't had a single album crack the top 100.
