exactly. We aren't talking about any municipal/federal laws being broken here; We are talking about a violation of game rules that resulted in a game fine by the governing body of the game. Don't like that fine? Okay, you don't have to. But from a federal standpoint the only ground he has to stand on is that the NFL didn't follow the correct appeal process that is outlined by the CBA. It's moved past the issue of the deflated balls, and is now just did they follow the correct process they agreed to follow.
Roger Goodwell has the ability to fine or suspend anyone from the league for as long as he wanted, providing the player appears to violate league policy, and the league then follows the proper procedure to verify the violation, rule on the penalty, and then handle the appeal appropriately. There isnt anything the Federal courts can say or do about that process.
The feds could only be involved if the player has a contract saying the NFL will do something, and then the player thinks the NFL didn't follow through with doing that. In other words - contract violation. that's it.
