I believe that "Use proper grammar," as long as it's a command, is an independent clause. Therefore, it does not need a comma. With that said, I'm not 100% sure because it still lacks a subject. To my local library!
I'm reasonably sure that it works fine without a comma. I'm also kind of a fiend for commas, and tend to overuse them, so if *I* am saying it works without a comma you can probably take that to the bank
