The politically correct way to speak about anyone with a disability is to address them in a "person first" way...such as "student with a mental disability" etc. etc.

from my campus experiences...i stayed with a chick for a while and it was awesome fun all the time but i could see how after a while it would get old

As far as the other part, "intellectual disability" is the preferred term, but it's not as important as the person first thing.
