Is it the range again? If so it's all numbers less than or equal to -3. The first term will be negative no matter what number you choose for x. Therefore, the highest number the first term can be is when x = -2, which makes the first term equal 0 and h equal -3. No matter what x you choose, h will never be greater than that.

does it have something to do with the vertex of the function?
im guessing its the Y value
By vertex form, y = a(x – h)^2 + k
So the vertex is at (-2, -3). Because the parabola is pointing down, no y-value will be greater than -3.
