I think Mozart took the Eloquence of the Baroque era, and sort of combined it with absolute intensity, and conveyed so much emotion like that. The way he wrote with harmonic minor keys and extreme dynamics and large choirs makes for the most powerful classical music there is.
Bachs attention to solo instruments was a key aspect to his greatness. The work he did with the cello is why I'm biased. I played the cello for many years. I mainly played metallica on it but still.
