It means they are ordered to pay an obnoxiously, impossible sum of money to a some place that will never get it. I'll be able to download until I die, thats all I know.
I don't use demonoid, but I will use them as an example. The RIAA bitched the shit out of them until they left our country. Then they got bitched out of another country aka Cana-Duh. Now they in the Ukraine where laws aren't nearly as bad. Seeing as the internet is accessible from anywhere, it doesn't make a difference for us where it is located.

i would use bunalti... i think they're in Turkey. But their setup is great, posts are labeled great by country and genre, and their tags are almost always 100% accurate.
a big reason why i stopped browsing for music was because adBlock Plus stopped working on that site, and i would get a bunch of pop ups, and it sucked.

I just use the FIND THAT BAND add on to quickly hop to their myspace page and listen to a song or two to see if they're worth d/l-ing
